I've had a few suits etc... from them in the past and they fit perfect. I got a new suit, same size and it's extra tight. I got a longsleeve rashguard same size as before and the sleeves are about 4" too long.

Just wondering if this is an ongoing thing or if anyone else ran into this with Billabong or other brands?

Hurley is the same way. I've worn large for years and my new large Hurley spring tries to pinch my head off and my arms look like Ralphie's little brother on A Christmas Story. I'm 6'0" and 175, there's no way in hell I'm an XL.

^LOL... well at least you've confirmed that its not me and I'm not just gaining weight. I was starting to get worried there.  I have two medium size suits from the same year and one is crazy tight around the neck, the other one fits good though.

American sizing is the exception.  

In general, boardshort sizing is relatively uniform across brands, though I can get away with a size smaller on stretchy Hurleys.  

Shirts, Quik Waterman tends toward usual flabby US department store sizes.  With others, it's a matter of how much less belly.  

Wetsuit sizes vary.  It seems to help to check each brand's size chart. Getting a good fit is definitely more difficult as the rubber gets thicker and stiffer.  O'Neill seems to be onto something with their Psycho Tech, which seems flexier than, say, Xcel's higher-end suits.

Same here with Xcel size Large. I'm same size as you and I feel like I'm using tension bands when paddling. Now I'm stuck with the fullsuit, and I guess I need a Large Tall. T shirts are the same way; I actually have to try everything on these days.
