I'm currently working on a proposing a project to use remote sensing and web based GIS to monitor and track discharges from WWTF (and hopefully ACOE).
I'd like to find out if it's already being done in the area. I've spoken with people at UCF that are doing seagrass mapping, but nothing like this. I've read about a half dozen papers on similar projects being used to track oil spills, but most of that is done with satellites. I'm looking to establish in-situ monitoring stations with telemetry up and downstream to establish background and track the dispersion over time and space. Tracking spills? Spills of domestic ww >1000 gal are reported. Check the FDEP OCULUS database. Select public login, no password, category = wastewater, profile, and compliance discovery. Use county and date range to limit returns. https://depedms.dep.state.fl.us/Oculus/servlet/login

Talk to the people at the IRLC- what do you need; a hookup or are you looking for funding (which I don't know anything about)? I've had my students work with the IRLC a bit on some writing work so I know the organization a bit but not really what's going on right now. You can e-mail Kathy Hill (kathy.hill@irlc.org). They aren't replying very well right now though. PM me though as there is some stuff going on internally that's making it difficult to get things going.

Regarding ACOE discharges from Florida's biggest toilet to the St. Lucie (considred IRL south) the SFWMD DBHYDRO database has flow data for the C-44 canal spillway (S80) and the structure on Lake O (S308). There could be WQ data too.
The C23, 24, and 25 canals drain large areas in St. Lucie County and discharge to the IRL. I've seen some WQ data for the spillways, but I wasn't looking for algae food, so not sure if nutrient pollution is monitored. |

I totally forgot about that 3rd. I'm pretty sure it'll have the WQ, that's where all of our data went when I was at the SFWMD collecting the samples.

ORCA has done some monitoring and mapping of nitrogen, phosphorous, and toxics. They had stations at the mouths of rivers and creeks and you could look at pulse of stuff associated with discharge events. But they did lose a bunch of funding and had to cut back the number of Kilroys that they had deployed. They still have a few Kilroys live. Kilroys

just a note on the "real time" data stations available: First, yes, I love them and use them. Second, to my knowledge, these data have no formal quality assurance and are not produced under a certification (NELAP or similar). With that in mind, they are useful for observation and comparison purposes but not regulatory. The same criticism is applied to data produced by "citizen scientists" with, for example, MRC or Riverkeepers. So, use the data, but with appropriate caution.
