Ok TrumpPutinPatsy.... In basic terms - It would be handled the same as if we sold missiles to the UK (or UAE) or planes to Japan. They would establish an agreement or contract with our gov't and then payments would be made or promised....with that a budgetary channel is created and congress will provide funding for the project. Since none of that has happened with Mexico, and will clearly never happen with Mexico, there is no budget path for congress, so why the hell would they approve it? Also, if Mexico wanted to they could build a wall on their side...but again, that is something that will never happen. Now go back to sleep under putin's cod sack.
