STATE OF EMERGENCY - COVID-19
ORDER #12
RESTRICTIONS ON ACTIVITIES AT THE OCEAN BEACH
Beginning 8:00 a.m. 4/3/20 until rescinded

Pursuant to the authority vested in me as Cocoa Beach City Manager by the City
Commission of the City of Cocoa Beach, in accordance with Amendment #1, City of
Cocoa Beach, Florida, Declaration of Emergency Proclamation, approved March 19, 2020,
I hereby Order that all ocean beaches in the City of Cocoa Beach are closed to all activities except walking, jogging, biking, fishing, surfing and swimming.

Activities such as sunbathing, sitting in chairs, organized sports or laying on blankets and grouping of persons is not permitted.

A minimum of six foot social distancing shall apply. When your activity is complete, you
will be required to leave the beach area. This follows State of Florida Executive Order
20-91, as modified by Executive Order 20-92, Safer at Home, specifically Essential
Activities. Beach parking, beach access parking, and the parking garage will remain
closed. Failure to comply with the Order may result in further restrictions being applied.

Fine for violation (pursuant to Cocoa Beach City Code Section 8.5-6) is set at $500.00
per occurrence.

Done and ordered this 2nd day of April, 2020.

According to our telecom today, the same will be true of Sat Bch, IHB, Indialantic and Melbourne Beach when the orders are signed. CCB just got their first.

BEACHES UPDATE: April 2, 2020. Satellite Beach beaches are closed to all activities except walking, jogging, biking, fishing, surfing and swimming until April 30, 2020. Activities such as sunbathing, sitting in chairs, organized sports or lying on blankets and grouping of persons is not permitted. People will not be allowed to congregate on boardwalks and access areas. Compliance with the CDC recommendations regarding social distancing shall apply. When your activity is complete, you will be required to leave the beach area. This follows State of Florida Executive Order 20-91, Safer at Home, specifically Essential Activities and will apply until further notice. Beach parking and beach access parking, will remain closed. Failure to comply with the Order may result in further restrictions being applied. Our Police Department will be patrolling beaches to ensure compliance. The City is, again, still trying to provide recreational opportunities for our residents while keeping people safe

You guys are fortunate.... REMINDER.... DON'T BE IDIOTS AND RUIN IT. You're probably the only county where surfing is still legal. I never surf by my house because it's prob the mushiest wave in town, but at this stage I would love to be able to just ride my bike with my stick to the water for a DP session ...

I guess fishing is essential if it's putting food on your table, but are you allowed to sit in a chair while fishing? Or will sunbathers start taking a fake fishing pole?

Either way, I'm glad they recognize that social distancing is possible, and I hope we (collectively) handle the privilege responsibly.

You should be asking : In what alternate Universe did the government get the authority to repeal the 1st amendment. "Congress shall make no law respecting... the right of the people peaceably to assemble."

Just for nastiness, coronavirus can persist in the water. I think we have far cleaner beach water than most of southern California. Los Angeles Times

I have seen a couple of stories about existence and/ or persistence of coronavirus in the ocean ( saltwater), including this one- and a recent Facebook message I got from the Avellanes area quoting some guy named Saul Quiros........

In every single story I have read, the assertion centers around an "expert's" belief that it MAY persist.

Not one article has mentioned any peer reviewed scientific study of the subject.

Until we see THAT, its just someone's opinion.

Most surfers don't live on the beach but has a buddy who does. I would assume that it is ok to drive to a buddy house and walk with him across AIA and surf. Any thoughts or concerns given the current safer at home order.
