Their apples and oranges. Setting aside H&O's cheesiness here and there, H&O is in a different league - commercial success, songwriting, arranging, creating memorable hooks (often copied), orchestration, longevity, versatility, command of instruments, collaboration.... Tears for Fears had some cool songs over a narrow window. H&O has been going strong since early 70s and they continue - solo and collaborating. Hall and Oates - No Contest
