If it happens, will probably change the completion of Federal services. KSC for example is about 2k NASA and about 20K contractor. This kind of thing could shift that to 1k and 21k when shutdown is over. Big employers like Park Service and Forest Service would need to scramble to establish contracts.Yes, those bureaucrats do necessary work with their shovels and saws. I think its probably more expensive in the long run. Beltway Bandit contractors are known for their efficiency , in extracting $$$ from Uncle Sam.
