And don't forget why the Trump admin. cut and decimated the apparatus of non-partisan scientists & other experts previously in place to deal with something akin to a pandemic reaching the US. The Trump budget proposals have been fantasy, not to be taken seriously. Still, the nation needs a medical infrastructure for dealing with emerging pathogens, mostly viruses. It's a permanent threat and there are major things to do,like developing broadly effective vaccines. Like something that might work on most coronaviruses, even the cold viruses.
