The strategy with a created bio weapon is not to release it on your own population. I guess that's why the conspiracy theorists say it escaped. It was a hard choice. Do you believe that it was engineered and a bio weapon, which means you can't believe the Chinese would use it on the Chinese, so then you have to believe that people smart enough to engineer a designer virus are stupid enough to let it escape. A lot of unsupported inferences.
