DeSantis may, or may not, think he knows what he is talking about BUT, there are those that are saying that the upcoming "Second Wave", with the addition of "Flu", could possibly make the original "surge" look like child's play!

But, yeah, lock downs should not happen again. They served only to hurt the economy and didn't do anything significant to stop the spread of the disease. That was a mistake.
