This is the new push. "Recess appointments have never happened before." They have. They were the exception designed for recesses. Now, trump wants all appointments to be approved through recess appointments. The exception becomes the rule. The purpose of the rule to have the condadites vetted by Congress. Input. Discussion, debate and consensus. Those things are that are designed to be a part of this are given up, and with that acquiescence, Congress has ceded its power to Trump. That's the only thing that's never happened before.
