First off, a 23' Boat with a single 200? If so, its more than likely way underpowered. My 23'er originally had a zuke 225, and it barely made 35 mph. I ended up putting a 350 on it. As for the tank cleaning, I used USA fuel services based out of the Ft Myers area. They regularly make trips over to Brevard to do boats in Pt Canaveral. If I remember correctly, it was like $225 to have the tank completely drained, then they use some of the fuel to "power wash" the inside of the tank, while they're running the fuel through a six stage filter to "polish" the fuel. They even scoped the inside to check for holes/damage etc. I was very pleased. Your buddy should be able to change the fuel filters/separator filters himself, its super easy, and can be found on multiple youtube videos.
