The snow is melting, but the ground is staying frozen?

Seriously, I'm from Florida. It's a real question.

And if it's cold enough to freeze the ground, isn't it cold enough to freeze the flood water too?

Exactly. The ground is often frozen this time of year in that part of the country, yet it hasn't flooded to this magnitude in recorded history. To say the frozen ground is the issue- and not rain and snow - is simply silly.
