Republicans have attempted to repeal, modify, or otherwise curb the Affordable Care Act (ACA) through legislative votes and administrative actions more than 70 times since it was enacted in March 2010. These efforts include: Numerous House votes: The House of Representatives held more than 60 votes to fully or partially repeal the ACA between 2011 and February 2016. As of November 2017, the total number of House resolutions to repeal, deauthorize, or defund the ACA reached 100. These votes were largely symbolic as long as Democrats controlled the Senate or the White House. Major legislative efforts (2017): After gaining control of the presidency, Senate, and House in the 2016 elections, Republicans made a significant push to repeal and replace the ACA. The American Health Care Act (AHCA) passed the House in May 2017, but similar "repeal and replace" efforts, like the Better Care Reconciliation Act and the "skinny bill" amendment, failed in the Senate by narrow margins in July 2017. Administrative Actions: The Trump administration used executive actions and regulatory changes to undermine the law, such as shortening the enrollment period, cutting funding for outreach programs, and stopping payments for key insurer subsidies (cost-sharing reductions). These actions reduced coverage rates and the ACA's overall viability. Legislative changes via other bills: The Tax Cuts and Jobs Act of 2017 effectively repealed the individual mandate penalty by setting it to $0, a major component of the original ACA law designed to ensure market stability. State-level actions: Many Republican-led states opted out of the ACA's Medicaid expansion program and chose not to run their own health insurance exchanges, which significantly curtailed the law's reach in those areas. Ongoing efforts: Republicans continue to include slashes to ACA funding in their proposed budgets. Current legislative fights center around extending the enhanced premium tax credits that are set to expire, a measure generally opposed by Republicans in recent negotiations. ------------------------- It was fun while it lasted. |
