Plenary Authority is what Kings have...full and absolute authority that is not subject to review, in case you didn't know.

After he said Trump has Plenary Authority looks like he got told to stop talking via his earpiece and immediately just freezes.

Yeah, this is Trump's administration in a a nut shell.
