Form some type of consensus as to the time frame and base the law on verification of the claim. Perhaps a tax break or freedom to exploit other rules like the "Seminoles" and casinos.

I agree, but they will just keep pointing to western europe in their idealism, which eventually takes us back to race (at least as a significant difference between countries that seem to 'succeed' and those that outright fail at socialism)
