People with mental illness are at high risk of arrest and incarceration. When left untreated (such as in a country with no national healthcare system and completely inadequate mental health services in the community), they can decompensate and become capable of injuring those around them.

The moral of the story, and people are beginning to understand this, if you encounter someone having a mental health emergency, calling 911 may be a death sentence. We need emergency mental health crisis intervention and we should fund it through the police budget.
