Commerce (NOAA), EPA, Labor, etc.... are executive agencies created and funded by Congress to enforce laws (Clean Water Act, FLSA, etc...) that Congress passed. The president appoints the agency heads. They want to do away with those so multinational corporations can shit all over the commons and exploit labor with no guardrails.
