My observation has been that in the renourishment era good sandbars are indeed possible in this area but not as frequent and more easily disturbed than in in the 'good old days'. In general it appears that weather events with lots of swell energy accompanied but strong longshore winds and currents tend to carve out the trough. Events with swell and wind energy from a more onshore direction tend to fill them back in.
