It can be done, but it has to be cleaned and roughed up to the last inch to remove a generation of wax, oils and other buildup. That is a difficult task with epoxy. Resin ( either epoxy or poly ) utilizes a "mechanical bond" Meaning it MUST have a thoroughly ruffed up ( and clean, naturally ) surface ..... as Cole said, EVERY sq inch ..... to actually stick to.
